the size of directory depends on the file number in your directory and the system will automatically increase it when necessary. unfortunately, there's no way to decrease it unless you delete the folder and recreate it.
the thumb.db file is created by the windows client when they turn on the thumb view in windows explorer. there's no way to forbid creating it unless you don't give write permission to the client.
