In my vsftp, I got the message"cannot open specified config file&

i can't start my vsftpd

[root@BELOVED vsftpd-1.1.3]# /etc/init.d/vsftpd start
500 OOPS: vsftpd: cannot open specified config file
[root@BELOVED vsftpd-1.1.3]#
[root@BELOVED vsftpd-1.1.3]# ftp localhost
ftp: connect: Connection refused
ftp> bye
[root@BELOVED vsftpd-1.1.3]# /etc/init.d/vsftpd &
[3] 3156
[root@BELOVED vsftpd-1.1.3]# /etc/init.d/vsftpd stop
500 OOPS: vsftpd: cannot open specified config file


also i can't stop it.

how to continue~~~
