As described by hgkrt, you cannot reach your remote computer!

localhost means your own computer! If you type https://localhost:10000 in windoze, you are telling windoze to open a page in your own computer which does not exist! You should use the IP of your Linux instead.

Try http://IP-of-your-Linux-computer:10000

webmin启动了么，用netstat -na 确认10000端口有程序在监听
