请教proftpd的关于网速的限制问题？

我做proftp站点，做了网速限制。我用anonymous用户下载时，表面看上去没有问题，一个进程限制在100K的网速，可是一旦手工暂停，然后续传的话，一个进程就会占用我限制的全部进程数的网速（600K）。
我的proftpd.conf如下：
