Apache里面DocumentRoot的 Directory Index为什么没有用

我设置了一个Documentroot,然后想可以浏览
DocumentRoot "/a"
<Directory />
Options Indexes
AllowOverride None
Order allow,deny
Allow from all
</Directory>
<Directory "/a">
Options Indexes
AllowOverride None
Order allow,deny
Allow from all
</Directory>

但是它提示我403错误说我没有权限 You don't have permission to access / on this server .我把/ a的权限也改了777了
