关于proftpd的一个问题

我现在在debian上面安装了proftpd，现在在本机上测试，但用匿名进去后，就提示: pass command faild  
   怎么办?是不是要建立一个ftp用户？

好像是要把/etc/ftpusers这个文件删了就能了,....
# A basic anonymous FTP server configuration.
# To enable this, remove the user ftp from /etc/ftpusers
