proftpd problem

help, i've encountered a problem with proftpd
i cant connect to my server
#/etc/init.d/proftpd status
* status: started

#ftp leo.com
Connected to leo.com.
500 FTP server shut down (going down at Thu May 6 01:29:25 2004) --please try again later

#telnet leo.com 21

Connect closed by foreign host.

iam a newbie to ftpd, so i dont know what does this mean,
will somebody explain it for me?
