我今天也试着安装emacs 23.0.60.1以及auctex 11.85。遇到了与你一样的问题。后来我在tex-jp.el的行首加入
                   ;;; -*- coding: iso-2022-jp -*-
然后就可以编译通过了。你也可以试试。

portage的ChangeLog里说：
remove fix for Emacs 23
