debian安装时候的古怪问题！

我用binary-1安装
sources.list用的是
清华大学  
deb ftp://ftp.tsinghua.edu.cn/mirror/debian/debian unstable main non-free contrib  
deb-src ftp://ftp.tsinghua.edu.cn/mirror/debian/debian unstable main non-free contrib

屏幕显示
测试apt 源。。。
获取：1 ftp://ftp.tsinghua.edu.cn unstable/main Package [3899KB]
错误
    无法连接上数据套接字，连接超时

这是怎么回事？我在windows下可以用ie登陆这个ftp的，网络应该是通的。
