Why I can't execute the .tcl program!!!HELP!

When I use the root to execute the .tcl program,but it can't be executed ,and alert that Permission Denied!
And what's the problem  about?

怎么没有人理我呀?

我用的是root用户,为什么不能运行.tcl的 文件讷呢?希望高手指教!
